I think he sends you a letter sometime when you start the game or you just give/send him 3,000 bells when you talk to him/get letter.

While on of the answers is true where he sends you a letter and you also have to pay him 3,000 bells before he sends you a letter with the password in it,but to get the password in the first place,you have to ask a certain neighbor and they tell you.
Some advice though,his pictures are fake and the furniture is very pricey.
