It's not predictable, it'll appear randomly on a minute divisible by four.

The UFO, aka Gulliver, can appear in whenever the time ends in the digit two. It is impossible to know the EXACT time he will appear but it is good to know so that you can look at the skies beforehand. He travels at a much greater speed than the balloons so you may only get one or two shots. It is a lot easier to shoot him down with the Golden SLingshot. If you shoot him down, you must help him find five gears that have landed at random spots in your town(not inside buildings). When you get him all the gears, you get a rare piece of furniture. You have mistaken the x4. When the time ends in the digit four, that is when the presents on balloons appear(usually not consecutive).
