Whats goin on

You don't need to maintain a perfect town for people not to move away. If you talk to them a lot they will most likely not move away. There are otheer things you can do too like if you tell them your bloud type is O they will also not likely to move away. If you see boxes in thier house and it isn't thier first day in the town they will be moving tommorow if you can't stop them. To do this you must keep saying don't go and if they say something like "well I might stay..." then they will pack up there boxes and stay most of the time. However if you say bye, bye one time they will almost definantly leave!

You need to talk to the animals in your town and maintain a nice town. You should try and visit them every time you play and send them letters with presents this works if I don't want them to leave.

Okay, all you have to do is dig holes all around their house each day or send them letters with your town fruit in them every two days. If you see boxes in their house talk to them and they will tell you that they are moving. Keep telling them "don't go" or "please stay" and sooner or later they will say "well... Maybe, i'll think about staying". There you go. But, you can try telling them "good bye" because they will feel bad and will realize they will miss you and stay. The boxes won't go away though. (hint: the one with letters works the best)
