At the north gate outside clock town. Might be behind something you have to blow up. Can't remember... Hard game... Haven't played for a very long time... But the north gate is the north exit of clock town.

Its in North Clock Town. You know you are there because you will see a little fairy guy floating above you in a big balloon and there will also be a little boy shooting spitballs at a purple balloon. Go up the ledge and through the entrance to the cave you will see ahead of you (it also might be to the right if you enter from a different spot). Good luck!
