In the Goron Shrine, light all the torches so that the chandelier starts spinning. Then transform into a Goron, spin on the red carpet, and aim for one of the pots on the chandelier. One of these pots has a Rock Sirloin in it, which you need to carry back to the Goron with the frog mask on the frozen ledge. Throw it up to him and he'll give you the mask.

Go to the Goron's Shrine and light a deku stick, run all the way up and light the torches before your stick burns out. Afterwards the chandelier will begin to spin, turn into Goron Link and launch him over the ramp until a rock falls, pick it up and carry it to the area with the cottage and find the freezing Goron standing on the ledge and throw it up to him, he'll give you the frog mask as thanks.
