I have the samsung S3 phone that I play on..I'm just wondering how I can build Willie's shed..I'm level 10 but it says a quest needs to be completed. What quest??

I have the same problem, level 13 have built the school and willies shack has gone yellow on the menu but it wont let me purchase it, it just says quest. Help!
