Question for The Simpsons: Tapped Out

I have a stupid question. How do I add friends when I press the icon with Bart and Milhouse, I will come in another city, but I can not add friends anywhere, I play on my samsung galaxy s2

On the Neighbors main screen tap the button with the Facebook Icon and then use that to add friends.
