Go on setting and double tap home screen then make sure a app is running click on the app and wait for around 5 seconds go back onto vice city and a cheat screen would come up with money cheat, health cheat and non wanted level cheat after you have clicked on whatever cheates you want then click on your homescreen and go back onto the app then click on resume game then save the game so it isn't lost (make sure you haven't updated your game after 2 times)

Go to options, cheats, and you should be able to put cheat codes in.

Pause the game, press start new game twice, click start new game, erase your last game session, then the cheat codes appear on the screen
