The RPG is on the roof of a skyscraper in Las Venturas. On a helicopter chase mission, the person you were chasing lands there.

You have to go to any barber shop with an alleyway either across the street, to the side of the shop, behind the shop and/or to the side of any of the shops. There are some boxes in each alleyway. They all contain weapons, but only ONE has the RPG.

there is one in LVA you go to cargo boxes and u will see RPG not hot seek launcherGuest answered:
For a heat seeking rocket launcher, go to the San fierro airport and when you drive in go to the back where the leviathan spawns.once there turn right and there should be some hangars that are not open. Proceed past them and reach some fuel containers. In between them is a heat seeking missile launcher!
