For money you could input number the write these number 23750 then after that under it there should be 2 found so what you're going to do is put this number 9999999999 then it should be working.

To get the jetpack for free you go to the massive boat with all the army dudes and walk into te purple circle. After doing this red arrows will come up on the map, these are your targets after killing them (I would recommend a helicopter with gun) collect the key cards and walk into the blue circle with arrow it will take you upstairs to the jetpack you have to escape from the cops (go to airport an wait) and then you have the jetpack.
