An Update was released the allows you to be able to obtain Cleveland Brown. The update was called "Kingdom of the Full Moon". It's an adventure for you to complete. If you collect the "Moon Idols", you'll unlock Cleveland.

The simple answer is you don't - at least not yet.
How you GOT him was completing the character Quest during the Full Moon Special Event. But if you failed to complete it, then you can't get him.
The wizards at Tiny Co HAVE stated that we WILL be able to get Cleveland at some future date - just not now. Tho I would expect that when he IS added, it will be as a premium character so you will probably have to pay to get him.

Cleveland was flagged and unlocked as part of the Full Moon Special Event. That is over now, and for now you can not get him.
However the wizards at Tiny Co HAVE recently confirmed that they WILL be adding him into the game at some point in the future so you WILL be able to get him! You will just probably have to pay for him...
