If it is on get a life then you have to fall in love with someone, eventually they will ask you to marry them.

How you get married on the Sims is to throw a party and pick out a sim you want to marry.
Talk to them and get good with them.
When your sim is happy or in a good mood(3 bars or more)eat as much as they like call the sim you want to marry over to your house. watch t.v. then tell the sim you want to marry to watch t.v. too.
He/She will get comfortable and start talking to you and the sim will love you.Talk to the sim and you should be able to propose.
Sometimes they will say no and state a reason.
If so, do what they said then propose again and if your lucky they will say yes!
Works best in Play the Sims.
