I found the answer to my own question. While looking for Makar, I stumbled into his hideout. For those with the same problem as me, I found him at the spot on forest haven with two waterfalls. At the grappling hook spot, the waterfall right in front of you conceals his hideout (the waterfall on the right if you are facing the falls). And no, if you've started the earth temple without finishing it, you can't start the wind temple, or vice-versa. I got as far as the spirit clip on gale isle.
Good job - now you need to free Makar to finish the Earth Temple; once you earn the Hookshot, go back to where Makar is, put on the Iron Boots and use the Hookshot to free him!
What are you talking about??
Makar will help you get through the WIND TEMPLE after you have completed the Earth Temple.
Yes.
To find him, get the iron boots and go to Gale Isle. Use the skull hammer thingy to destroy the statue and go inside.
Learn the song on the stone and then go to Makar's secret cave (It's on the island with the great deku tree on it at the waterfall, drop halfway down and then use the deku leaf to glide in.
Go up to Makar and take out the Windwaker and play the song.
