The key to obtaining the Joy Pendants (Butterfly Necklaces) is to Grapple attack the Moblins before you kill them or run away from them! By using your Grapple on a Moblin - you're guaranteed a Pendant.
As for finding them - you can always do that Savage Labyrinth on Outset Island to also get a ton of Rupees.
Or (I suggest) going to a Platform somewhere on the Great Sea where there are some Moblins, get their Pendants, play the Song of Passing and repeat...

What I did was go through that place inside DragonRoost Island.
There are many goblin things there. Go into the 1st room, there should be two of them there. Use your grappling hook on each of them, (do NOT kill them), exit the room, go back into it, use your grappling hook, repeat.
Of course if you get bored of that room, you can just go into other rooms where there might even be more goblins!

Go to the cave on Dragon Roost Island and go to the door on the right. Grapple hook all the bokoblins and kill them all after that.
Leave and then enter, keep doing this until you have them all.
