Toss some Bait into the water near that Fish; you get Bait from Beedle - the guy inside those Boats that float around certain Islands.

Look for the fish. Once you find it drop some bait in the water once it comes near the boat. It'll eat the bait and jump up, put the island on your sea chart and give you some information, most of the time it is on the island he put on your chart.
P.S. You buy bait from Beedle.

First you have to have a bait bag and if you have a bait bag then get some bait. Then go to an island and look for the fish jumping around in the water. Then go to where they are jumping and spread out some bait and they will pop up and ask you if you want them to fill out that portion of your sea chart. You have to do this for every island so in other words fill up your bait bag

Look for where a fish circles you boat when you're sailing. Toss some bait there to get him to fill in your chart.
