You get the black and white pictobox in the same room that you rescue Tingle from. (You know; Tingle's prison cell in the Windfall Island prison.)
Go inside Tingle's cell. You'll find a large box leaning against a wall. Push it out of the way to reveal a crawl space. Enter the crawl space. From here, you'll have to go through a maze. You'll find many dead ends and traps along the way, but if you complete the maze correctly, you will end up in a room with a treasure chest. Open the chest to get the black and white pictobox.
To get the color pictobox, either beat the game, or do the side quest for the pictobox man in Windfall Island.
