He is in the Forest Haven. He should be behind the waterfall, check it out.

Before you enter the Forest Haven (when your outside), look around until you find two waterfalls next to eachother (the part right before you have to use the grappling hook to get inside). Jump into one of the waterfalls and you will find Makar in there!

At forest haven look closly at the waterfall.You should see music notes.Turn the wind toward the waterfall (I think north) and fly with the deku leaf. You should enter a cave.Makar is there.
