You need to first learn the song of storms so you can call upon the twisters. After you learn that you need to go to Mother and Child Isle so you can talk to the Queen of the Fairies. She will enhance your bow giving you Fire and Ice arrows, then go to Dragon Roost island, and one square below that (on your map) is Fire Mountain, here is where you can find the Power Bracelets. Shoot an ice arrow at the island when you find it and the lava will go away, but you'll only have a certain amount of time to get in and find the treasure.
