I have collected all 8 Tri-Force Shards. I then go to Tower of the Gods, go into the ring of light, transfer to Hyrule Castle. This is where I am supposed to meet Zelda again, then go to final dungeon, however...no Zelda! What am I missing. I have all tools, just don't have all maps or all possible heart containers. That shouldn't matter, right?

Did you get to the end of the Hyrule castle dungeon.
Did you successfully defeat Phantom Ganon in the series of rooms. He is defeated by fighting him in each room and when he dies, enter the door that his sword points at.
Then, did you fight and beat Puppet Ganon, which is a 3 round boss fight. I beleive he is defeated by cutting his strings with the Boomerahg.
Then after you beat Puppet Ganon, you climb to the top of the room, courtesy of the Hookshot and then I think you have to hookshot through awindow or something near the top to get to the final boss fight with Ganon. It is there where I beleive you meet up with Zelda again, who uses your light arrows to assist in the Boss fight. Hope this helps.
