I'm not 100% sure, but I believe, for the English version, you need Action Replay Codes. I believe you get it in the Japanese version.

You can't get zelos to use jugdement. They must of used somesort of gameshark. I'm ever so sorry. Pyong

Zelos can not get Judgement, maybe when you fight him he can but before that nope. It's because only **SPOILER** when you fight him and he becomes an angel, if you don't fight him he doesn't become one.
