First you need Genis in the party...
After you have to go to the Grand Tethe'alla Bridge, enter from the Meltokio side...

The Red Light, Green Light! Game is found on the Grand Tethe'alla Bridge. Talk to Sea-Katz (the blue Katz you see looking at the water when the drawbridge is down) to start up a game. After you beat all the rounds, you'll receive the One World.

Terribly sorry, but I forgot to mention that you have to beat the game twice (the first time will get you Genis' "Strategist" title). Beating it the second time (after saving Altessa late in the game) will get you the One World.
