When does Altessa start to customize in Tales of Symphonia?

I read somewhere Altessa customizes in the gamecubeversion, but even after checking a lot of times, I can`t get him to customize. Dirk will do it, when I visit Altessa he is still in bed recovering. If Altessa doesn`t customize, then where can I find the Elven Cape?

Oh and also, when you can pick grade purchases after finishing the game, you can choose to keep or lose your earned titles. If I choose to lose them, will that mean I lost them permanently or just for that playthrough?

Um well, I've never heard of the first thing, but it may be possible. (I don't think so though b/c it's the same way in my files)
But for the 2nd part,u can't pick to lose you're titles. U can pick to carry them into a new file. U wont lose them at all
