Sorry but no you cannot play as luigi but I am shocked that rumor is going around this game is years old
No, there are'nt any cheats for Mario Sunshine. There are tips for getting extra lives and things like that, but no cheats.
That would be cool but no. You don't even see Luigi in the game at all.
