It's actually Episode 5 of Bianco Hills.
So, to beat it, head on into town and start cleaning up the goop on the ground until you come across a Pianta. Once you clean him off and talk to him, he'll toss ya - try and get it so that he pitches you up to the top of the cliffs at the back of the town (it may take a few tries).
Then, once you're up there, let one of those pink puffy dudes attach themselves to your FLUDD and spray it at Petey to wake him up! Now, chase Petey and use the pink puffy guys to bring Petey down, then just fight him as you did in Episode 2 last time you met...

You have to wait untile he stops then spray him and than spray his mouth.
