I do not think you can. I have beat the game and only got Mario. :'(
You can only be Mario in Super Mario Sunshine... But if you would like to play as Luigi in a game, try Luigi's mansion or Super Mario Galaxy!
Well you can't play as luigi in sms it would be cool to play as him but you can edit mario to look like luigi but thats all you can do.
There is an Easter egg. I read it some where YouTube this Mario sunshine 2 than at the top it will have a talk about it (supermario sunshine 2) then the next video will have it
I don't think you can Iv beat the millions of times not once unlocking luigi :(
