Niko Bay Shell Secret

I have gotten the red rocket at the top of the cliff. How do I retain the rocket after I have activated it and used it in The Secret of the Shell. I have not completed the Shell secret level yet. When I got back to the level the red box is gone at the top of the cliff. Where is it?

Sorry but you can't take the rocket in the shell not evean with action replay and I have that so um sorry
