a passed waves and storms missions but i still don't have jets. Do you have to get the junk and make the boards?If so where do you get manuals and boards

Just beat the world grand prix on both cups with all 1st place or 4 1st place and one 2nd place. Now beating the heroes cup will unlock SEGA Carnival and beating the babylon cup will unlock SEGA Illusion. Storm will get a new SEGA Carnival tier and Wave will have a new SEGA Illusion tier. Beat those and Jet's missions will be unlocked. BONUS TIP: Beat all Jet's missions to get NiGHTS (NiGHTS into Dreams), Ulala (Space Channel 5), and Aiai(Super Monkey Ball) to be unlocked as playable characters, and a buttload of new gear in the shop. Beat all missions with a Gold Emblem Rank and you will get the Chaos Emerald gear to Spoiler:
