Yes, there is! Just snag it from Cipher Head Evice at Realgam Tower.

Yes, he is the evil Mayor's Pokemon in the Realgam Tower Colosseum. He is at level 55 and is an ace Pokemon, although he is absolutely rock hard to purify. He is the best Pokemon you can catch in the game.

Yes there is you get a chance to catch when you fight the mayor in the big collosium thingy so bring lots of ultra balls or just use the master ball which I rule strongly against

Yes, Cipher Head Evice has a level 55 shadow Tyranitar.
