No you cannot catch shadow pokemon, but you will not lose your ball if you try....!!
No you can't catch non-shadow pokemon but you can catch shadow pokemon but it's kind of hard to...

If you're willing to use AR codes, you can. There is a Snag All Cheat. There is no legitimate way to do so however.
Non shadow Pokemon are NOT snaggable. I've tried and failed to do so myself.
