Shuckle you'll come across the fourth time you defeat the Deep Colosseum. Togetic you get after collecting the other 47 Shadow Pokémon, when a trainer that looks like you appears in front of the bar in the wilderness to the east.

To get Shuckle, you must beat the Deep Colosseum 5 times. If you only beat it once, play it 4 more times. To get Togetic, snag and purify all 47 Shadow Pokemon and a guy at the Outskirt Stand will impersonate you. He will have very strong Pokemon but only a Lv.20 Togetic. You can't get Togepi in this game. You can in XD. Also, if you purify all Shadow Pokemon and beat Mt. Battle Lv.100, at the end you will get Ho-Oh as a reward.
