You use the elevator in the ex snagem base.

When you go into the jail cell in pyrite town,go into where the cells are,there should be two girls locked up in on of them,open the cage and talk to the girl thats sleeping,you should get to the elevater key,now you can go and activate the elevater that leads into the under

In Pyrite Town's Police Department, go to the westernmost jail cell in which Cipher Peons Ferma and Reath are sleeping. One of them has a key on her belt; take it to the Pyrite Warehouse northeast of town and head to the elevator on the first floor. It will take you down to the Under.
