Celebi cannot be found in Pokemon Colosseum. However, you can still trade for one.

The only way to get celebi on colosseum is to trade from either leaf green.fire red, saphire ruby or emerald
As others say, you can't capture in-game, but you can see celebi if you get a time flute and use it at the relic stone in agate village, although if you would be able to capture it, I would use a GLITCHED master ball, by using master ball with first Pokemon, and switching the poke-balls around with second and calling your 2nd pokemon

Actually, you can catch Celebi in Colosseum. You need to catch every Shadow Pokémon and then purify them all. I still don't know if you can trade it to Ruby, Sapphire, Emerald, FireRed, or LeafGreen.
