Ive completed all races and outrun races in city core,,jackson heights, beacon hill.
 
 I've gone to the world map and made sure all the races are completed for Stage 1 & 2 which is all it shows there.
 
 I've found all the shops I think,It shows that I have a 2 star rating but, the game wont let me advance to another level!!!!
 
 Coal harbor is still locked, I've looked everywhere for races I'm out of money and there's no more cars to race on the street!
 
 WHAT DO I DO!

It took me a long time for me to figure this out but anyway you have to be on a certain amount of dvd covers due to the contract you signed. To get to one press left on the d-pad and go to special event. If you happen to go to an event where the is not a picture of a breifcase on it don't bother to do it. It is just a dumb magazine cover which you could do later. If this so happens the just go to another event.

If you want to progress in the game, you have to add the best body parts and vinals even if you don't actually like the look of them. I had the same problem later on in the game and I had to keep putting more and more vinals on my car until it reached a 6 star rating. Just keep adding more stuff until it looks ridiculous and you will get a special event. Do that and you will get a U.R.L race or something. Do that and then you will be able to continue.

Get your car up to 3 stars so you can get on the dvd covers for those levels. Press down on the d-pad and it will help you.

Try looking for the best visual parts in all the shops. I think to advance, you have to get your rating to 3, and then something like a URL race should appear or Coal Harbor should be unlocked.
