You have to unlock all of the stages and do lots of outrun races then eventually head to the star and get to the body shop in time.
The star rating I don't know about because I had a 10 star rating car before I got the kit.

You can unlock Wide Body kits when you win 11 Outrun races in Stage 5 ( Coal Harbor West ).
If you have Bumpers, and Side skirts, your star rating will go up by . 50 .
If you do not they go up by 2.

Do not do any outruns at all in the game then when you get to the last stage and you have the car you want to put the kit on then do all of the outruns that you can find and you will unlock wide body kits but you cannot buy wide body kits and you can only do this once so be carefull
