I think it's like the 50cc, 100cc, or 150cc. It's a race difficulty that you choose. You don't really turn it on...

You choose it on the engine class like with 50cc, 100cc, and 150cc.

Mirror Mode is for 150cc. It changes the turns to the opposite side. So if the turn was to the right, then it would be changed to the left. To unlock mirror mode, you have to get 1st, 2nd or 3rd for all of the cups in 150cc.
