How do you unlock Majin Vegeta? Any help wuld greattly be appreciated

Here is a cheat to get all the characters and skills: go into edit skills and then skills list hold L2 and press triangle and keep doing that until skills say 100% oh and your skills will duplicate the higher the % is so keep at it until 100%

Majin Vegeta is a capsule skill like Super Saiyan.
Defeat Majin Vegeta in the level to stop Buu's ball from opening, you'll get the skill capsule.
I beat him with Gohan but I don't think it matters.
Well you have to unlock babadi's mind control from story mode or buying it.
