Go the currents near Pacifidlog Town with a super rod and fish there when you land on a bit of low water.
Horsea's kinda rare so have patience, kay.......

You can find Horseas in the ocean in the Routes with the rapid rivers and the Sealed Chamber to the left of Paifidlog Town by using a Super Rod.

Ya know about the fast currents to the left of Pacicfidlodge Town? Well, go though them until you find a calm spot, then fish with the Super Rod.

Go to Pacifilog Town(bring a super rod).Surf left of it.Use the rod.After a few DOZENS of annoying wailmer,you should find a Horsea.It MIGHT have a dragon scale.A bagon from Meteor falls might too.
