I have been looking at other people with my problem with no Dragon Scale. Kingdra is the Ultimate Pokemon in terms of weaknesses and I cannot find the Dragon Scale. I have Mightyena that knows thief and I have been using it against Bagon and Horsea but it dosen't work. So quite literaly, WHERE THE HECK IS IT!?

All you have to do is use knockoff on one of the bagon you find then when you find one holding one catch it I got it on my 2nd try.
Dragon scales are found on bagon and horsea, but are not very common and may take a while to find. Just keep searching and you will eventually locate one.
P.S. Sableye is the "Ultimate Pokemon in terms of weaknesses" since it is invulnerable to normal, fighting, and psychic attacks as well as lacking a weakness (no moves are super effective against it).
