If by evolution stones you mean water fire leaf thunder stone then yes you can!
Just out side of mosdeep theres a guy who will trade colored shards for sumthing else whic is the stone coordinating to whatever color your shard is also you can randoml find some

no it is not possible but you can trade shards with the guy outside of mossdeep they are :

yellow shard= thunder stone
red shard = fire stone
blue shard = water stone

I need to know if you can but them from any where lol I'm trying to get every Pokemon and someneed the stones plus I kinda got rid of the stones coz I'm an ediot so I needa no as well do the shards keep goin back
