Question for Pokemon Sapphire

Hi! I just got all the regis! But i was wondering, what moves should I teach my kyogre? Thanks in advance!

I would teach it ice beam, thunder, water spout or hydro pump and sheer cold.

One of the best move combinations kyogre can learn is thunder (a strong electric attack which is always accurate in rain and may paralyze), surf (a powerful water attack which can also be used out of battle and grows stronger in rain), earthquake (a strong ground move) and ice beam (a good ice move which may freeze).

After some more research on this matter, I found that a better move combination than the one I mentioned in my previous answer is surf (a powerful water attack which gains strength in rain and is useful out of battle), earthquake (a strong ground assualt), ice beam (a good ice move which may freeze), and ancient power (a rock attack which may raise all stats) or rock tomb (a rock assualt which lowers the foes speed). These rock-type move additions are both better than thunder for this reason-if kyogre has thunder instead of one of these moves, it cannot defeat shedinja since it can't break through wonder guard. However, if it knows a rock move instead of thunder, it trades an inability to defeat shedinja for a difficulty in defeating a non-existent pokemon-a very good tradeoff.
