Latios is found randomly around the map, once you move to a new route latios moves to a new area as well so it's kinda luck

Latios is found randomly around any area, after you have done the Pokemon league. If you came across it once, you will be able to track it to any area on the map.

Latios is not in Pokemon Sapphire.

You can't find it in a certain spot you will find it randomly when you walk around.

You can only get Latios at Southern Island. You need the Eon ticket to go there and you have to cheat to get it.

If you said "blue" you'll eventually find it. If you didn't then you need a ticket (I don't know where you get it) then on the ferry you can go to an island and you should save two steps away from the egg, and it has the other Lati in it.

Latios appears in long grass completely at random after you have beaten the Elite Four and Steven. It's like the Legendary Dogs in Gold and Silver.

Latios isn't in Sapphire, Latias is, and you find it after you become the champion and when you're in your room click on the TV and it will say " There have been reports of a mysterious red Pokemon flying around Hoenn."

Latios is in ruby. But you can get him by obtain the eon ticket. To get that you should mix records with someone who has it or the mystery gift thing( I'm not sure about that though) or a cheating device such as action replay or game shark.
