You need a cheat device to type in the codes to. If you don't have one, you can't use them. Action Replay, Game Shark, an' Codebreaker are the most common. I recommend Action Replay.

You must either purchase Action Replay or Gameshark cheat devices to enter the specific codes

Get the cheating device specific for that code that you obtained. So, put your Pokemon Sapphire game in the Slot for the game, turn your system on, choose the game and go to "Enter Code." Type the name of the code in and then type the code. Enable the code, start the game and then you will be able to get the added effect to the game.
