Question for Pokemon Sapphire

Why do some of the same kinds of Pokemon evolve at sooner than others? Because I saw a lv 29 dodrio in the safari zone, and mine evolved at a higher lv. It's not important, I just want to know.

Depends in the wild it's just the way the game is.
But for ex.) if you start off w/ torchick and it likes you alot and you treat it every time it faints or is ill it will evolve into it's third form at lv 32-34 instead of 36

It's just how the people at Nintendo and Game Freak programmed it. There really isn't much sense because in my Fire Red and Leaf Green guide it has a Charizard at 32, which doesn't make a lot of sense, it's how the game goes.

Some Pokemon can be found evolved wild, like I found a level 24 Wailord while Surfing between Pacifidlodge and Mossdeep, and we know that Wailord evolves from a level 40 Wailmer. Its just the way the capture ratio works I guess. Hopefully I answered your question to your fufilment.

Because polemon won't evolve in the wild so if they are over, just catch it and the next level they will evolve (only if they are over the evolution level.)
