There's one in New Mauville in the room with the generator, but you can also steal a Yellow Shard from wild Chinchou underwater and give it to the treasure hunter on route 124 and trade it for a Thunder Stone.

First you must find a yellow shard..then give it to the shard collector near Mossdeep city and he will trade you a yellow shard for a thunder stone.

You have to find a yellow shard then you give it the yellow shard to the guy who collects them (near mossdeep) then he will give you a thunderstone for a reward.

New Mauville. It's South of Mauville where the thunder gym leader has you go to shut off some switch.
