To get in the caves you have to visit the underwater cave, dig to the back of it, go and catch(If don't have already)a Relicanth and a Wailmer(you need Wailord)and put Relicanth first in your party and Wailord last. Go to the very back of the underwater cave(through the hole you dug and talk to the wall. A message will say it sounds like something opened in the distance. There you go, you can now catch the Regi's.

Please go to the hint's section...it's a lot of thing's and it would probably take me hour's till I can exactly explain what you need and what you need to do.
