It's sometimes attached to wild Clamperl.

Sometimes wild Clamperl underwater hold Blue Shards. Use Thief or Covet to take them.

Whenever you see a dark patch of water while you're surfing, dive there because you may find a blue shard. Its a 5 in 20 chance of finding a blue shard. But if your really have that much trouble finding one, i'd suggest you trade with someone who has LeafGreen or FireRed bacause water stones can be bought from the Celadon City Mart for $1200.
