Question for Pokemon Sapphire

Also in shoal cave I can see parts of the cave which I cannot gte to e.g the huge bridge above the water! Can somoneone tell me how to get to these parts if it's possible. Thanks

You have to wait until low tide theres two low tides a day they alternate each day ( the tides).
