Yes he gives you a glass statue of a pidgeot. It's a "legendary" pokemon.

Here is the answers to your questions.

1: To get a painting in the Museum you must beat a Master Rank contest with the same Pokemon twice, but you must have at least 6 starts and 6 hearts each time. If the Pokemon has got an encouragement ribbon from the woman in the Slateport Market, you only have to win once. If you do get all 5 in like me, you will get a Glass Bird Pokemon Statue from him. The theory is that it's a Pidgeot.

Here is the answers to your questions.

2: The only ways you can get Master Balls is by getting one from the Team Magma/Aqua hideout, or winning the lottery.

3: Yeah, you can breed a Sceptile to make a Treecko if your Sceptile is female. Breed it with another male grass-type Pokemon at the Daycare. Talk to the old man outside. If he says "The two like each other a lot," "The two seem to like ach other," or "They don't seem to like each other," you will get an egg. But if he says "They prefer to play with other Pokemon than each other," it's impossible.

I don't know about what happens if you put 5 paintings in the museum, but you can get another masterball by matching all 5 numbers of one of your pokemon's ID's to a lottery ticket and you can get a treeko by breeding a female sceptile with another pokemon it's compatible with.
