Mr. Brinys house is on the bottom part of route 104 below the forest

Scanner is fornd by getting the keys that unlock the rooms. When you enter there will be a sparkling spot on the floor. It could be a piece of trash though. The last key is the hardest to get. When you enter the room with the 2 trash cans blocking the door, memorize where the sparkly spot is, then go in the room through the other door and pick it up. Then go to the only unlocked door left. In it will be the scanner

There can be an infinite amuont. You get them by going into the trams hideout and play w/ the teleporters until you find a room w/ 4 items. 2 are electrode though. Another is you win the lilycove lottery. You can win an infinite amount if u keep winning. Also I heard that if you complere the pokedex ypu go and talk to the guy that runs the motel there. He'll give you one.

Haven't tou noticed that you get all the masterballs at lilycove?

2. This is complicated, look around and you should eventually stumble across the submission I made, although it's rather inaccurate.

3. Infinite, really. Find one in the Team Aqua or Magma hideout, or you can try and see if you win the lucky numbers pick.
