I got a couple of questions so here they are:
 
 1.I cant find latias anywhere can you help me try to find it.
 
 2.Where do you find absol I need him to help completing my pokedex ?
 
 3.I need to know how to get igglypuff, jigglypuff, wigglytuff?
 
 4.Where do you get surskit, skitty, staryu, pinsir, rhyhorn, and feebas?
 
 5.When does horsea evolve into seadra?

ANSWERS

I can't answer all questions but here goes.

1. Latias is only in sapphire version. After you beat the Elite Four see the news about a flying pokemon. Then, it could be anywhere in the game. You have about 1 in 100000 chance of finding it (I found it twice, both outside Lilycove)

2. Go right of Fortree or Lilycove (I forgot). Look in the grass where you can't use bike.

3. First go to Rustboro city and go as high as you can to the lake. Then Surf all the way up (not where the battle girl is running up and down like a sick lady outside of meteor falls), even higher up. Catch two Jigglypuffs of opposite gender and take them to the daycare. Hatch the egg you get into an Igglybuff. Make sure it likes you, when it does, it evolves into Jigglypuff again. Then give it a moonstone.

4. Get skitty outside of Rusturf Tunnel. Get staryu by using super rod in lilycove. Get Pinsir and Rhyhorn in the safari zone.

5. Not quite sure.

1. Try to run into its path. It will move from its route when you move. When you come across it, have your Sableye use Mean Look and keep Latias from fleeing. And another thing: it will never appear on Routes 101, 102, 103, 104, 105, 106, 107, 108, 109, 112, 113, 114, 115, or 116, and it will never appear in a town or city.

3. Jigglypuff can be found on Route 115, near the north. To get Wigglytuff, evolve Jigglypuff by subjecting it to the Moon Stone. Put two Jigglypuff or Wigglytuff or an Wigglytuff and Jigglypuff in the Daycare.

4. On the water on Route 111 or on Route 114, PokÃ©mon News will broadcast outbreaks; Route 116, PokÃ©mon News will broadcast outbreaks; fish in Lilycove City; northwest area of Safari Zone; northwest area of Safari Zone; Route 119, areas to fish vary with the quote at Dewford

5. I think either level 34 or 36.

Number 1= Once youve completed the pokemon league you will end up in your room go down stairs and your dad will give you the ferry ticket.Then go to the tele and it will say that a fling pokemon(latias) has been spoted. after that it will come randomly in the wild

Number 2= In route 118/119 in the wild grass (where its raining)

Number 3= i dont know

Number 4= Surskit=Route 111
Skitty=Route 116
Staryu= Dont know
Pinsir and ryhorn= in the safari zone (both are rare)
Feebas= any rod in the waters of route 119( this only appears in 6 out of 400 tiles it takes a lot of pacience)

Number 5= I dont know but iv been told round level 20

1.Latias is a roaming pokemon like the 3 legendary dogs in Gold and Silver. I can't help you but i'd give you a clue... check your pokedex.

2.Absol is located on route 120 by Fortree.

3.Catch 2 Jiggly puffs on route 115 which is between Rustboro City and Meteor Falls. Surf upwards by Black Belt Cyndy and you'll Fight Expert Timothy once on Land. There'll be grass on the right side of the berry patch. It'll take a while but you'll find em. Breed both of them and you'll get igglypuff. Evolve one of the Jigs with a moon stone from Meteor Falls.

4. Surskit is on route 120 and route 102, Skitty is on route 116 by Rustboro City and Vandaturf Tunnle.Staryu is at Lillycove...You Can only catch it with a super rod. Pinsir is in the Northwest area of the safari zone...so is Ryhorn.Feebas is caught in 6 Different places on route 119. They change places with each Trendy Phrase at Dewford 5. And finally...Horsea evolves at level 32.

XY Dragon Cannon is wrong about Latias. There is NOT a 1 in 100000 chance of finding her. That is rediculous, considering you have a 1 in 8156 chance of finding a shiny Pokemon, and those appear once in a full moon if you play the game enough. You can find her anywhere in Hoenn with about a 1 in 100 chance of appearance. Look around the site for submissions on a secret on finding Latias in her favorite places. Just as an extra piece of info, Latisa is not an IT. Latias is a SHE. I'll bet she would feel wonderful if you walked around, calling her "IT". Are you an IT? how am I to know? Maybe I'm an IT, too.

I forgot where IT is. (After all, IT could be ANYTHING)

Igglybuff is recieved through breeding opposing gendered Jigglypuff and Wigglytuff, a mixture of both not making a difference. I don't know where to get Jigglypuff, but if you find one, give IT a Moon Stone and watch IT evolve into Wigglytuff.

Um... Feebas can be found on Route 119, I think, and where IT appears on the Route depends on the trendy saying in Dewford Town.

IT evolves on Lv.30.
